Senior Engineer- Electricity Markets, EWURA
From July 2017 todate Victor has been working as the Senior Engineer – Electricity Markets at the Energy and Water Utilities Regulatory Authority (EWURA). Victors Responsibilities among others include to provide support in monitoring activities of power generation and electricity marketing including IPPs, EPPs, SPPs Market Operators and Cross Border Trading; Provide support in monitoring electricity trading arrangements between the Utilities and Suppliers (including IPPs) and Cross Boarder according to industry’s best practice.
From April 2016 to June 2017 he was working as the Senior Engineer- Renewable Energy at the Energy and Water Utilities Regulatory Authority (EWURA). My responsibilities includes to provide support in ensuring optimal provision of economic, technical, safety and environmental inputs to regulating and controlling the generation of electricity; to monitor activities of new and renewable energy and light handed regulation of small power projects; to ensure compliance of approved Rules on small power projects; to participate in dispute resolution of various customer complaints; To provide technical support in licensing of new renewable energy generation projects.
From May 2012 to April 2016, he was working as the Project Coordinator for the Tanzania Energy Development and Access Expansion Project (TEDAP) at the Ministry of Energy and Minerals (Tanzania). Victor responsibilities included coordination of implementation of all project activities, Preparation of budgets and action plans for the project, Preparation of progress and annual reports for the project, Liaise with World Bank on all issues concerning the project, Preparations of Terms of Reference for various project assignments, participate in procurement processes, Liaise with REA and TANESCO on off-grid and on-grid components implementation respectively, team leading, review proposals on solar PV market development for the Sustainable Solar Market Package (SSMP) project and advice the contractor; and financial management of the project.
From October 2010 to May 2012, he was working as the Project Engineer in the Biofuels Development Project called “Strengthening Policy, Legal, Regulatory and Institutional Framework for Sustainable Development of Biofuels Industry in Tanzania” at the Ministry of Energy and Minerals. His responsibilities included Preparation of Terms of Reference for various project activities, preparation of various reports, organizing and conducting awareness workshops; negotiate with donor partners (Sida and Norad) on project matters and participate in drafting biofuels development policy.
From June 2007 to October 2010, he was employed as the Energy Engineer in the Renewable Energy Section of the Ministry of Energy and Minerals. The responsibilities included supervision of renewable energy activities (solar PV, geothermal, wind, biomass, etc), review investors proposals in renewable energy technologies and advice management on decision making, participate in reconnaissance studies of mini/micro hydropower potential, prepare various reports, participate in awareness rising campaigns and participate in technical committees of various projects.
From July 2004 to May 2007, Ihe was working as Laboratory Supervisor at Alex Stewart Assayers Government Business Corporation. The duties included preparations of excel programs for calculating bullion analysis results for gold and silver, and moisture content for concentrate samples; Establishment of safe working environment to ensure minimization of accidents; supervise work activities in sample preparation department.
From October 2003 to July 2004, he was working as Process engineer at Alex Stewart Assayers Government Business Corporation. Themain duty was analysis for gold and silver to the following samples: bullion, copper concentrate, slag, matte and magnetic.
